East Helena IC Program
While the principal purposes of the ICP are to protect public health and the selected
remedy, stakeholders emphasized that providing opportunities for continued community
and economic development within Administrative Area established for the ICP. With this in
mind, stakeholders established the following overall goals for the East Helena ICP:
• the U.S. Environmental Protection Agency (EPA);
• Montana Department of Environmental Quality (MDEQ);
• Lewis and Clark County;
• City of Helena;
• Montana Environmental Trust Group (METG); and
• Other interest groups.
The East Helena Institutional Controls Program (ICP) is a set of rules and regulations put in
place and enforced by local government to help ensure the integrity of clean soil and
other actions taken to remediate (clean up) contaminants left throughout the East Helena
Superfund Site.
Work to establish an ICP has been underway for several years and has involved the City of
East Helena and others including:
• Protect public health and the cleanup actions;
• Accommodate various land uses, development, zoning, and property exchanges;
• Minimize inconvenience and cost to property owners and local governments;
• Utilize, to the maximum extent practicable, existing and applicable governmental
processes, local expertise, and local agencies; and
• Gain assurance for long-term funding for ICP implementation.
