The City of East Helena, Montana, is a commission executive form of local government established under the laws of Lewis & Clark County, and the State of Montana, in 1927. Established as a commission-executive form of local government (which may be called the council-executive, the council-mayor, or the commission-mayor form), the original number of four elected councilmembers (once officially called aldermen) and one elected mayor serving four year terms each is still in practice today. The city is separated into two wards with Riggs Street the current dividing line between Ward 1 to the south and Ward 2 to the north. The plan of government the City of East Helena was established under, and since has never proceeded in passing a charter, is general government powers.
